Thank you for your response Weebsouls, but why I want to manually sort bookmarks other than Speed Dials is not the issue. The issue is that Vivaldi said all bookmarks can now be manually sorted in version 3.5 and that feature does not work.
I'm having the same issue. In my case I added Pixiv to speed dial. After some time when I visit it again today, Vivaldi showed an offline copy. Had to clear cache to get the online version.
This is strange, I never saved the page and could not find it in Downloads.

Aah! I see. Thank you so much for that. I went to that menu earlier but did not realise you could click on "all sites", I thought it was just a heading. This works. 🙂
