Got fixed. I removed the Vivaldi account in Windows Mail app and added a new one, entering the values manually. The values/servers settings are exactly the same as the deleted account so no idea how it got fixed but it's sending normally now.
Manage your emails on webmail.vivaldi.net or add the account to a mail client of your choice.
Important! New accounts first need to build up reputation by actively using other Community services before they can start using Vivaldi Webmail.
